History of Gambling in Norway

Being outside the European Union, Norway has the freedom to create specific laws related to gambling without aligning to an international standard. Land-based casinos have been completely outlawed and the few gambling operators existing are owned by the state.
 

The Gambling Act of 1927, called the Totalizator Act, gave the state operator Norsk Risktot the only license in the country to operate horse betting.
 

In 1992, the second state operator called Norsk Tipping was licensed to offer sports betting and loto.  
 

During the 2000s and especially in 2007, the state went on a banning spree on slot machines since they were so popular, only to reintroduce them at a later date but with a twist. Players can only play land-based slot machines with a player card.
